My opinion is that students shouldn't have to pay for the costs of applying to colleges, it seems a bit unnecessary, but I understand if it seems like an unnecessary cost to the regional government.

I know the great beheading occurred in 2004, and the SAT's/ACT's were existent then, so I don't see why they wouldn't exist now.

I'm not sure the IDS should be paying for any of this, though paying for SATs/ACTs seems more reasonable than paying for college admission, as the bill seems to read as saying.

Well, I agreed to sponsor this because it grates me that these two privately administered tests are absolutely necessary for college admission and its conceivable that their costs could be a high enough barrier to stop someone from entering college. Beyond that, I don't know what the original sponsor was thinking.

I'm opposed to subsidizing the College Board or any other testing service. I understand the idea behind this, but it will just line their pockets more than anything. Many colleges are going away from the SAT anyway.

I intended this to be a vote on the final bill. Does our parliamentary procedure require the general body to vote to accept all amendments before voting again on the final bill? It's been years since I did this, so my memory might be wrong, but that seems clunky.

I've been on the fence on this and decided recently to veto it. Likely it will rise over my objections, but again, I'm not entirely sure we should pay for these exams. I'd prefer it to be a separate system, and covering it loses that sort of separation.
