The President can order the stopping of sales of military grade weapons to local police departments, if they don't pass muster. It has been pointed out that the police departments often get their weapons from the U.S. military.

That's constitutional and within his authority as Commander in Chief.

I have no idea of the statutory language, or if the Defense Department does it on its own. If statutory language, obviously a no go, as the power of impoundment is gone for the executive branch.

But if there's no statutory language on disposal of military weapons, I assume it'd be up to the President.
