Probably.
It actually doesn't go with out saying.
On the one hand, Rand Paul is a more credible candidate for President than his dad ever was. He has a more conventional background (50-something Senator) and has cultivated a high profile pretty well.
But 2016 will be a different environment. He might drop out of a presidential bid early to run for reelection as Senator. In a crowded primary, he would be unlikely to get many protest votes the way his dad did.
