That's an interesting idea but it might be difficult to do because the number of states would have to be a power of 2 (2, 4, 8, 16, 32, 64 etc.) to do a tournament Smiley
I'll give it some thought to see if I can figure out a way to do it, but if you have any ideas of your own, feel free to try them.

Subdivisions of US & Canada:  50 states + District of Columbia + 10 Canadian provinces + 3 Canadian territories = 64.
