Almost always HT. They're only worthwhile if:

1-The comment is actually out there or amusing, not something that's come to be expected. "OMG a random state Rep in Georgia said that Obama probably admires Karl Marx!" for example is quite stupid, but it's also so generic at this point it wouldn't be surprising at all.
2-The OP and people on their side don't try to imply that this represents the entire party in any way or really proves anything aside from that the person being quoted in the OP is an idiot.
3-There isn't an immediate knee-jerk reaction to reply with this:

Stop being hacks guys. Both sides have extremes elected to high office. There's Democratic Secretary of States and State Speaker of the Houses that say crazy things too.

People like _________ and _________ are totally insane. And let's not forget _________. Remember when _________ said _________________?

Part of the reason I quit reading Minnesota Progressive Project is they basically became obsessed with archiving stupid comments from state legislators and local Republican officials instead of Daily Kos style election analysis, and they had to had an entry every time Michele Bachmann said anything even remotely stupid or offensive...so basically every week. I remember trying to read it for some coverage on the Minneapolis mayoral election and seeing all of this crap that I had to wade through to find any entries on it.

Also some people need to understand that it's quite easy in most of the US to file to run for office, and thus crazy people do all the time, and sometimes they even end up with their party's nomination if the primary is extremely low profile because no one cares because no candidate from that party has a chance of winning it. Remember Alvin Greene? Or because they're the only person who filed.

Some guy raving about Obama's birth certificate running in a D+15 seat or a 9/11 truther running in an R+20 seat isn't proof of anything besides this.

Terrible of course. There are dozens of them about stupid Republicans. The only time a stupid Democrat thread came up (I believe it was by cinyc) everybody bashed it for how stupid it was.
