Police are definitely poorly trained and instructed in this country. You shouldn't have to walk on eggshells when talking to cops for fear that they will be mildly spooked and kill you.

At the same time, that's a separate issue from torturing Chechen guys found in Afghanistan. Don't meddle the issues.
