I have made significant progress on a redraft, and most likely it will be sent to the Senate tomorrow.

Right, here we go. It might not be perfect to both sides, but I hope that it is a compromise that both the Senate and the Executive can support.

List of changes:

-Amending Section 1.4 and 2.12 in order to reduce them to jury selection proportionate to gender and race. I think that having juries that are representative of their respective places is a good idea, but holding regions hostage by taking away their funding in order to establish federal hiring quotas is something that I am not prepared to support.

-Amending 2.8 and 2.9, because in my humble opinion the penalties are way too high. Since it will be hard for us to establish a very specific number, I chose to propose "monetary penalties" (suggested by a Senator) instead of the current text.

-Eliminate 2.10. I frankly think the current language is unworkable and I can see the merit of different dress codes in certain situations, and while I tried to find a way of amending it I ended up deciding that it was for the best to get rid of that part.

-Push the "taking effect date" to July. Why? Because this bill has proved very controversial and the changes outlined here are certainly major. I am not prepared to force the federal and regional governments (and the people of Atlasia) to enact those changes without at least giving a few months so we can all prepare for it. The least thing I want is more violence in Atlasia due to legislation.

From my read of the changes I am pleased with the changes and lean towards supporting the redraft.

I also applaud the PResident for moving back the date effective so as to provide time for these changes to pe prepared for and then implemented properly. Obviously, this is not the best thing to be rushing into action overnight. The changes for jury selection need to be diseminated in an organized fashion so as to not create a complete mess of the judicial system for instance. The guidelines formulated by the regions will take time as well.

Some schools would be a good example, I believe (although I may be biased due to all Chilean schools having uniforms). And thanks, Cris and Yankee!

I am really unsure if I can support a redraft that does away with so many parts of the AA sections... I am absolutely supportive of hiring quotas, and did consider this act a great leap forward on this part.

To be honest, I frankly don't care too much about the dress code part, make that a bourgeoise sexist of me; and I obviously do support the rephrasing to "monetary penalties", since I proposed this phrasing.

I oppose this redraft (other than the change to section 6).

As I indicated in private, I believe the redraft makes a lot of sense. I tried my best to fix the language of the dress code clause, and although it wasn't eloquent, I do think it did an okay job. So I'm a bit disappointed there, but in general I don't think it's a good reason to withdraw support from the bill. To be honest, I think a lot of the threats around voting against the bill have now become way too political. Think about the progress this bill would achieve. Throwing it away would be silly, and I don't think pinning the blame on the administration if the legislation now fails will work. The president could've gutted the text a lot more.

Affirmative action is something that I've supported, but not in a blanket fashion. I'm going to focus on this one for a little bit and consider where I stand on the re-draft. I was a very hesitant Aye on the original Bill.

Basically TNF, I'm not quite sure what you're wanting here. I'm guessing that you'll want a vote on the redraft, seeing as the other alternative is withdrawing the bill completely, but I'll wait until I'm sure to act.

I would like to vote on the re-draft. I ask the Senate to reject this re-draft and we continue debate.

I'm really unsure. There are parts of the redraft I support; other parts in which I prefer the original version...

NAY, I guess, which means that we can hopefully include some parts of the redraft in a final bill, while leaving some other parts as they are...

I sincerely hope that this passes, but should my redraft be defeated then I would ask the Senate to resume debate and correct all the major issues that the passed text has.
