I believe that this bill is fairly self-explanatory. This bill will be able to provide funds for the rebuild in Harmony as well as any future disasters. We can also provide additional legislation specifically for the Harmony recovery.

I'm up in the air on this one. I didn't take a lot of executive action on this because this whole thing with the civil misconduct and subsequent aid shortages in Kansas was all made up by non-Atlasian fed. government officials (i.e. not the Game Moderator) and complete chaos ensued.

So I don't want to just give money away to a part of region that wasn't actually inflicted, but the bill does have good intent for any future disasters/tragedies we might have.
