I support keeping clause 2, but with the modification that it does not have to be a government firearms safety course, but can instead be a government approved firearms safety course.   I would be in favor of lessening the maximum penalties in clause 3. Also the penalties in clause 7 seem excessive.  I do not support the addition of clause 9. The evidence for the usefulness of gun buyback programs is much too weak for it to required to be done in every municipality.
