Thank you, Mr. Speaker.  The purpose of this legislation is clear: it is becoming increasingly clear that the scourge of sexual assault and violence is playing an unacceptable role on the campuses of Northeast universities, and it is imperative for us to establish a body with the clear and effective mandate of exposing these crimes and eliminating them from our region.

There are certain details of the bill with which I am not satisfied, and I will propose an amendment to them in the near future.
