Thanks, Mr. Speaker. This bill is modeled off of the recently adopted "yes-means-yes" provisions in the RL state of California. I looked to that state as a spring board for what could be done in the Northeast, but by no means as a definitive answer.
I believe this legislation finally moves the onus of responsibility in cases of sexual assault to those with whom it belongs - the assaulter. By passing this legislation, the Assembly will be standing up for every person who has experienced sexual assault in college, or live in fear of it. By passing this legislation, the Assembly will clearly state where our values belong and on which side we fall.
I strongly encourage all members to look through the bill as proposed and state any objections or concerns they may have. I want this be a constructive and worthy debate that will allow all members the chance to show their values and sense of justice.
