Yes, it's idiotic.

The Austrian ORF TV will broadcast a "The year 2014 in review" soon, when there are actually 3 weeks to go.

For example in 2004, the Tsunami took place in the last week and it was a major event.

"year in review" reviews should only come out in the next year.

Maybe the "year in review" sessions before the new year begins are a bit like old ritual expiations, like the five days of the Babylonian new year festival that purged the world of the bad stuff that happened before starting over.  Of course, it doesn't work, but maybe that's the idea.  Personally, I'd be ok with skipping the 2014 Year in Review altogether--on the worldwide political stage, it was such a completely awful year that even the idea of reviewing it makes me a little ill.
