By a 2-1 margin, the budget passes. Napoleon has missed his fourth vote in a row, but I believe the third automatically expels him, and Winfield missed his first vote.

The budget goes to the Governor's desk for his signature or veto.

48 hours for the vote fell on Christmas Day.

I do not believe I should be penalized for not voting on Christmas Day.

Christmas Day is a non sitting day, so this bill should have had a 72 hour window in which to vote.

I had planned to vote on the day after Christmas.

I wasn't about to switch SOAP rules admist a vote. That'd be like changing rules in the middle of a kock game.
