Thanks! A couple points:
- I am modeling off of a bill that was recently discussed in the IDS
- The purpose of clause 2 is so that the program can be evaluated and amended in a couple years, rather than sticking with the same numbers indefinitely

As always, I am open to suggestions!

Do we have any estimate on how much this would cost?

I think we should also include trade schools in this bill, as college isn't the only way after high school.

3. is not paid for by government, though universities may impose costs elsewhere to compensate.
4. Quick estimate, with ~1 million applicants each year, assuming a grade point average of 3, gives up to 100 million in costs.

And I would support adding trade schools to the bill as well.

Would you like to offer an amendment?

If folks want to make tweaks to try and make this more affordable, I'd be open to hearing suggestions.

In that case we can easily afford it and the bill has my support.

I would like to see trade schools included in this bill as well. I like the idea so much that I'll introduce the amendment for it:

I disagree with the amendments to clause four. The idea of this entire bill is to promote PUBLIC universities, and by just leaving it at institutions we are also opening this up to private universities. I would leave public and just change university to institution.

You're right, I should have clarified that further. Motley's amendment looks good to me.

Why tie this to grade point average?
I'm guessing it was meant to be an encouragement for students to do better, and to save on costs. I don't think it's ideal either. Would anyone support tying the number of universities to family income instead, or in addition to GPA?

Aye on the amendment

My idea behind it was to incentivize good grades - those with higher grades also likely have more options and will be applying to more schools. If folks would rather tie it to ACT/SAT scores I would be fine with that as well.

The cost of processing information on family income with this might be more expensive than its worth. I think though that those with lower scores might be just as in need of having multiple applications, given they stand a chance of not being accepted. If we do want to encourage students work and focus on those who have a good chance of being accepted into a school, then how about just doing 2 free applications for all those with a GPA of 2.5 or higher?
