- I am modeling off of a bill that was recently discussed in the IDS
- The purpose of clause 2 is so that the program can be evaluated and amended in a couple years, rather than sticking with the same numbers indefinitely

I disagree with the amendments to clause four. The idea of this entire bill is to promote PUBLIC universities, and by just leaving it at institutions we are also opening this up to private universities. I would leave public and just change university to institution.

I'm guessing it was meant to be an encouragement for students to do better, and to save on costs. I don't think it's ideal either. Would anyone support tying the number of universities to family income instead, or in addition to GPA?

My idea behind it was to incentivize good grades - those with higher grades also likely have more options and will be applying to more schools. If folks would rather tie it to ACT/SAT scores I would be fine with that as well.

The cost of processing information on family income with this might be more expensive than its worth. I think though that those with lower scores might be just as in need of having multiple applications, given they stand a chance of not being accepted. If we do want to encourage students work and focus on those who have a good chance of being accepted into a school, then how about just doing 2 free applications for all those with a GPA of 2.5 or higher?
