Do we have any estimate on how much this would cost?
3. is not paid for by government, though universities may impose costs elsewhere to compensate.
4. Quick estimate, with ~1 million applicants each year, assuming a grade point average of 3, gives up to 100 million in costs.

And I would support adding trade schools to the bill as well.

Why tie this to grade point average?
I'm guessing it was meant to be an encouragement for students to do better, and to save on costs. I don't think it's ideal either. Would anyone support tying the number of universities to family income instead, or in addition to GPA?
