Susan Collins.

But Manchin is going to win this poll, because he's a Democrat and an additional vote for a Democrat-controlled Senate.

Manchin (R)

For some reason the moderate Dems seem to tend more toward the socon/fiscal center-left end of things and moderate Republicans vice versa.

I've wondered about that too (although admittedly most of the Blue Dogs were fiscally conservative) but it seems to me to be the result of historical factors-residual Rockefeller Republicans in New England and residual Southern Democrats.

Collins being Senator from Georgia would be interesting. I genuinely like her, but I am not sure how most other Georgians would react to a Maine Republican.

I'd have to go for the social liberal.

I would pick Snowe over Manchin, but not Collins.  Manchin isn't that bad.  He's way better than the likes of Landrieu or Pryor.

Are we supposed to factor in which party we want to control the Senate?

No, just which one you would feel more comfortable calling your Senator.

Manchin (D), he'd be an excellent voice representing the Central Valley and Sierra Nevada counties to complement Bay Area yuppie Barbara Boxer.

He's definitely more genuine than Feinstein.

Why is it shocking? Collins is to the left of Manchin on nearly every social issue, and it's not like Manchin is a firebrand populist either. He was endorsed by the CoC and supports a balanced budget amendment.
