What could lead to a President Cuomo? It's kind of hard to envision it, but I'm assuming it would be something like this:

In the Democratic primary, Hillary doesn't run. Cuomo and Warren enter, along with a field of second/third tier candidates who eventually fizzle out. Cuomo and Warren stay as the main contenders due to Cuomo's enormous financial advantage and the enthusiasm for Warren from the activist progressives. Polls show Warren surging, but Cuomo pulls a Romney 2012 and completely carpetbombs her in negative ads until he gets enough nose holding votes to pull out the victory, but with little to no enthusiasm for his candidacy. At this point, he looks like a dead man walking for the general as many lefties will end up staying home.

But on the other side, there's a bloody protracted primary between Jeb Bush and Ted Cruz. Cruz is ahead in delegates and the popular vote, but Jeb manages to pull a rabbit out of his hat and snatch the nomination regardless. Cruz's supporters are enraged and either stay home or vote third party, or perhaps even support Cruz if he decides to run as an independent. Cuomo wins, probably with a plurality, in one of the lowest turnout presidential elections in history.

Cuomo has about as much chance of winning the Democrats nomination as Michele Bachmann did of winning the 2012 Republican nomination.
