The debate timing rules for the budget are different from those for ordinary legislation.  Debate time on the budget shall be unlimited.  Debate shall be deemed over when a motion for cloture has been passed by a majority of all voting representatives. 

Though he is not required to do so, I encourage Governor Talleyrand to speak on behalf of his budget and explain his budget priorities.

Excuse the delay - never got the estimates I needed for the new materials (FCF/DRF funds) so I had to calculate them on my own last night.

Not much changes here - just adding the necessary funds and taking away the already-repealed Northeast Healthy Skin Act's provision here. I think we all can agree that this is a reasonable budget for the session.

Alright, reverse order:

1. Article 3, Section 10 of the Northeast Constitution states that "the Governor is obligated to present the Legislative Assembly a budget for their term." Since I'm not a part of the Assembly or a I'm interpreting this as a two-month plan.

2. I tried to get an estimate from Dr. Cynic, and he referred me to Flo. Flo said he needed a bit of help getting this estimate done about a week ago, and since it still wasn't done and our government is very close to shutting down, I decided to create my own estimates.

I'm quite happy to see the budget out here, but we've gone plenty of times without one before.  When I was in the Assembly in 2012, I made a point of passing CR's to keep the government running while we got the budget through, but that really up to the Assembly now if they view it as that crucial of a situation.

Yeah, we'll update it as we go. Turns out my constitutional interpretation was literally based off of bad grammar, so we can take however long as we please to pass one.

Does the STEM Cell Research Act mandate state funding for embryonic stem cell research in addition to adult stem cell research? I cannot seem to find a transcript of it, unless it is an alternate name for this. Either way, I will not vote for a budget that finances embryonic stem cell research.

Might be that, but I won't vote for a bill that repeals stem cell funding. Research like this is vital to our future.
