My guess is Clinton in AR in 1996. Not sure if he won a majority though.

Clinton won whites only in AR.
Carter won whites in only GA, TN, AR probably.
1964 and before whites lagged only slightly behind the statewide vote. It's plausible that whites in FL haven't gone democratic since 1948.

well SC I'm not sure about because there is a large black population. But NC doesn't have as large a black population and Ford didn't win that many counties in the state.

Both states have several rural counties with large black populations.  In SC, the black population is fairly evenly distributed throughout the state.  In North Carolina, Ford carried Wake county.  Also the state was 22% black during the 1970s, so blacks could have easily provided the winning margin for Carter in the state (where he took 55% overall).  It was probably close, though.

I suspect Carter managed to win all six CDs by winning a larger share of the white vote in the Northwest than he did in the (less white) rest of the state.

Interesting that Florida may have been the first state for Republicans to permanently win whites, given that it's swingy today and the whites aren't as Republican as the Deep South states.

Clinton won the white vote in AR 49-41 and even won the white male vote in the state 46-43. This site won't let me post the link because I haven't reached 20 posts.

I'm pretty certain Virginia was 1948 for Democrats. I've read elsewhere that Johnson would not have carried the state without the black vote. This was certainly the case for Florida. Two of the sources I've read also state that Johnson lost whites in Arkansas and Tennessee, and may have lost them in North Carolina.

One of the sources to which I am referring is this: https://www.crmvet.org/docs/6411_src_election.pdf. I have posted it before, but it was a report written by the Southern Regional Council shortly after the election (November 15, 1964). The report also discusses some of the House results in the South at the same election. I too, am of the belief that Johnson must have won whites in Arkansas, Tennessee, and North Carolina, but I'm not fully sure about that.

That is very intriguing to look at actually. And while I like know it's true, I still think it is interesting Florida was the first to do so. I always thought Virginia was
