His arguments aren't valid at all. There is no such thing as "black crime"; blacks are no more likely to commit crimes than whites if they are in the same income bracket. The real problem is racial and spatial segregation; poor minority communities are characterized by high rates of poverty, which leads to violence, and consequently, over-policing and police brutality. The so-called Drug War is another system that tears these communities apart, as it not destabilizes families within them, but also forces many victims into an endless cycle of recidivism.
Overt racism on the part of the cops accounts for some of the problem, but it hardly scratches the surface of the wider issues poor blacks face.
