I disagree with the notion that this makes him more "basically in" than the other candidates, but you can of course consider all of them as being "basically in".  Bush is setting up a PAC, but most of the other candidates already have PACs.

I think he's got a bunch of courtiers who are puffing him up and telling him sweet nothings about his capability for the Presidency and his electability.

He has two huge liabilities he can't shake off. The first, and bigger, is that he hasn't run in an election since 2002. To say the least, he's even rustier than Hillary Clinton (who won't have competed in a general election since 2006). This will probably be shown if he actually puts his hat into the ring.

The second is that he's a Bush. Too many Bushes, and if he won the Presidency, it'd be three President Bushes and the Republican Party would have been governed by Bushes from 1989 to 2020(4?). It won't fly I think.

And Hillary hasn't been exposed to the media too early? She has been out in media as much or a little more than Jeb has.

I suspect Jeb wanted to wait but realized the buzz about him was that he was waffling and after Christie's big RGA wins and the constant talk about Romney got him to move now to send a signal to elites and donors.

No one else is making announcements like that, though.

In the past, there have been potential candidates who publicly weighed their options and decided not to run (Evan Bayh formed an exploratory committee) although it seems unprecedented for a top-tier candidate to make these kinds of announcements, and drop out.
