A "victory" in meaningless "battle". Cuba presents no threat to the U.S., it's authoritarian manner of government does not justify their total isolation and never did; the sanctions should have been lifted long ago. Following bad policy out of personal spite for one man would have been Castro's true victory. Then he could say he held U.S. policy hostage for years solely out of fear of him.
