The sanctions have been a embarrasment to USA since the fall of USSR. If USA had removed them in the early 90ties, it would have been seen as just another part of the American victory in the Cold War (and Cuba would likely have been a democracy today), now it just seem like a moment of sanity in a deeply dysfunctional government. Yes it's a loss of face as Frodo suggested, but upkeeping irrational sanctions on a small developing country in the American backyard, is a even bigger loss of face, especially as they have been unable to end the Cuban regime.

There is no dignity in this, but there is less dignity in continue the sanctions.
