Nixon was far more prepared to become President than was Carter and far more capable of handling the Presidency than was Carter.

Unfortunately, Nixon gave in to his dark side and his insecurities.

Carter won the Presidency because Ford was a poor candidate and because the electorate was incensed over the Republican scandals under Nixon and because Ford pardoned Nixon.

Carter lost the Presidency because of his own incompetence.  Carter was a terrible President, far out of his depth.

Whatever his personal views, Nixon's presidency saw a huge decrease in school segregation in a short amount of time. The state committees his administration helped set up were a lot more effective and less contentious than court-ordered busing ever was.  Nixon's New Federalism policies were a great contribution, but other Nixon policies and crimes make Carter the easy answer here.

Nixon's racism (which, to be fair, wasn't shown too much on a policy front) is the least of the reasons why he is a shameful failure and abominable human being, and why this question is almost insulting.

They were both terrible, but it's difficult to call anyone a worse President than Carter. Had to vote Nixon.
