Here's the next round, which I decided to do a day early, the next one should be up either Tuesday or after Christmas.
Turns out there was a slight tie, so instead 8 states are out this round (under "least hated"). With this turnout, I guess 11 is the best, given that's how most have voted from the inception of this.
