So, as part of his peace platform, President Seymour commensed a ceasefire with the Confederacy and entered into negotiations for a lasting peace. However, the Republican-controlled Senate flatly rejected the peace treaty that was negotiated, leaving the United States in a technical state of war with the Confederacy. War hero Ulysses Grant was drafted for the Republicans on a platform of greater belligerency against the South, including reimposition of the embargo, while shying away from outright advocacy of renewed hostilities. President Seymour, on the other hand, wishes to have his peace treaty ratified and eventually obtain lasting reconciliation with the seceded states.

With Seymour's lax policy toward restoration of voting rights in Louisiana, Tennessee, and the border states, the President came within a hair's breadth of winning. However, a narrow victory in Pennsylvania put General Grant over the top.
