Female governor of a swing (ish) border state since 2009. How is she not at the top of the list of presidential candidates?

Oh I know she's insane and an awful governor. But this is the party that gave people like Herman Cain, Donald Trump, Ben Carson, etc. frontrunner status at times. Is she less intelligent than Rick Perry?

She'd be 72 in 2016.

I do remember some "Brewer buzz" in 2011 though.

Because she is a terrible debater. Simply put, she is clearly not primetime, and I think there is at least some self-awareness from her that she knows that.

She's elderly, and lacks political talent. She was shrewd enough to run for a minor office that is second in line to Governor knowing that she wasn't going to be able to get elected Governor in her own right.

There are also some issues in her family. One of her sons has spent the last 25 years in a psychiatric facility after being found not guilty by reason of insanity in a rape.

Herman Cain did not have any strong results in a primary state. Donald Trump has never run. They may poll well, but part of that is due to name recognition and a background as broadcasters. Brewer is not a good presence in front of cameras.

2010 is why. The Democrats had their best recruit on it (Terry Goddard) and she still won by 10 points.

Well, also general Arizona Democrat incompetence, but that's beside the point.

There was some speculation in 2011 about her, and she shut it down hard. She doesn't want it. Ideally, she would be Governor of Arizona forever (she tried to fight the term limit law in 2014 before realizing it was futile); there's no other job she wants. And, yeah, she's a terrible debater, she knows it, and she would crash hard before Iowa even came around.

Hillary leads Brewer even in her home state by 10 points. xD

Where does this number come from? Arizona has shown itself over the past half century to have a very strong home-state effect; look at McCain and Goldwater salvaging it in landslides. Brewer would lose to Clinton overwhelmingly, but I think she'd still carry Arizona.

To me the AZ Democratic party seemed to be more of a victim of the circumstance of their state than that they were incompetent.

Tammy Baldwin...I don't get it.

Progressive Senator. Double milestone from a swing(ish) state. How is she not on the list of presidential candidates?

I don't get it either!! But she should be on anyone's VP shortlist. Border security is very important.

Her stark contrast to Dems on immigration, while pointing her finger at Obama at airport will be shown over the airwaves over and over again.  She isn't Apairo, but she may not bring home hispanics.

Christie or Walker will do a much better job in bringing out G O P voters to the  polls, but still be the underdog to Hilary.

It seems like establishment Republicans retook the party in 2014 after the disasters between 2006-2012.  But aside from that, the other answers above are valid as well.  She doesn't really have much appeal outside of Arizona and she probably knows it and is therefore not running.

Jan Brewer is an establishment Republican through and through. She certainly isn't going to run as a tea partier, not the current version of tea party anyway with the medicaid and her first budget. This isn't Alaska.

I have to disagree about an earlier point that she is a terrible politician. Kind of like Scott, she took advantage of the political climate and extricated herself in both a primary and a general many expected her to lose. She also forced her legislature to give her medicaid expansion, which many others could not do. That doesn't make them a terrible politician, which implies poor political skills. If they were poor she would have lost/failed. Now she is a terrible candidate because like Scott, the product offerred is just dreadfully unpopular, and those above mentioned skills aren't enough to compensate for that at the PResidential level.
