I'd say they were both great, in a way which I can't really rank. But if they both came back to life and ran I'd support FDR because he shares more of my beliefs.

We're not comparing apples to apples. We're comparing the (positive vs negative) impact of events during their respective presidencies. There's also no way to know FDR's positions on issues during Washington's day, so what?

I'm sorry, but Japanese interment, although indisputably horrible, was just one of many chapters of FDR's Presidency and cannot be a bacon of overall historical judgement.
