That's nothing particularly new for North Korea. It's the standard mode for NK propganda to describe enemies of the regime as subhuman or degenerate.

Back in May they had released a statement describing Obama as someone sho "does not even have the basic appearances of a human being" and that "it would be perfect for Obama to live with a group of monkeys in the world’s largest African natural zoo and lick the breadcrumbs thrown by spectators."

Seriously, it's not like we mock them for being terrible drivers and merging the L/R consonant.

It would be very difficult to attack the DPRK with racist tropes about Koreans without offending South Korea, which is a valuable US ally in that region.

South Korea has an open, market-driven economy. Its people must deal with foreigners. North Korea has a closed, command economy. Its people rarely see foreigners.   

North Korea is infamous for showing Americans with exaggerated characteristics, even ignoring diversity within America, in its educational system.  Its leadership fails to recognize how insulting the 'monkey' reference is, perhaps because it is unaccountable to anyone in North Korea.  Nobody dares tell this to the "Dear Leader".
