You cannot "fix" the CIA. It is going to engage in the kinds of vile activities that it always has so long as it exists, for that is its role within the context of American imperialism. It must be done away with entirely, and the mass surveillance and torture tactics used by it and other instruments of political repression in the United States (the FBI, NSA, and the like) prohibited.
