Is Tim Ryan a Senator now? Or else I don't see how he'd make it out of the primary, or why he'd run.

Say he runs for the senate seat in 2016 and wins, assuming he's reelected in 2022 and seen as a bright young rising star in the party he decides to throw his hat in the ring. Paul Ryan sits out 2016, runs in 2020 and is a close runnerup and ends up with the 2024 GOP nomination.
