Being inactive is not a result of the position being unclear. I'm here participating, and nothing's telling me I have to be. I'm doing it because it's the best way for anyone to do their job well. The administration has goals and philosophies. I give the Vice President some leeway for not participating, but there are things he could be doing to champion those principles.

Yes but you also have a guide post from previous occupants. Save for the work in the Senate, which is now gone, the VP has no such previous occupants to draw upon as they were inactive elsewhere. Is it possilbe to carve out a niche yes, but the problem comes when you need the active engagement and motivation to do so, whih is more of a demand then just following an existing blueprint or guidepost.

I can see the potential for it to be ignored and thus rendering it unnecessary, but I am not sure whether that is such to the extent as to render it a bad idea to pursue at least to try it out.

The biggest test will come at the beginning when we see how many are truly interested in holding the position. If we can get more then one, then perhaps this will have a chance to succeed, because of the first one drops away, then the second one can be called upon. Even as much as the GM itself often finds itself in a situation with litteraly one person and no one else interested and thar has created gaps when said person leaves.
