Well this should be fun. Two sets of Tory signs, two sets of NDP signs, Wildrose signs...

Is there any record of provincial by-elections during a federal campaign or vice versa?

Vice versa: Scarborough-Agincourt, 2014.

In 1988, people in Welland and Thorold voted in a provincial by-election on November 3, a municipal election on November 14 and a federal election on November 21.

What about 3 in 6 days?

When Winnipeg Mayor,Glen Murray (Now a Liberal MPP in Ontario) resigned to run for the Liberals in the  2004 Federal Election it forced a series of by-elections right before the 2004 Federal Election

June 22nd- By-Election for Mayor of Winnipeg (along with a couple of elections for City Councillors, and school trustees).
June 22nd - 2 Provincial By-Elections  (one in rural Manitoba and one in Winnipeg). Voters in the Winnipeg riding had to vote twice that day and at 2 different locations.
June 28th - Federal Election

In 1979 the entire BC provincial election took place right splat in the middle of the federal election campaign! it was easiest for the NDP to manage this because the NDP is the only party in BC that is vertically integrated - so federal and provincial NDP candidates shared campaign offices and canvassers took literature for both federal and provincial candidates together.

It was harder for the other parties since Social Credit was basically an amalgam of federal Liberals and Conservatives so they couldnt actually share any resources or campaign together.

There were apparently quite a number of lawns that had NDP provincial signs and P.C federal signs.

There's been some coverage of Liberal mailouts attacking Patrick Brown in the upcoming by-election. I assume the old tradition of giving the other leader a free pass in their by-election is dead?

Was it ever used in Ontario? Remember John Tory by-election.

Wasn't there a New Democrat named something like Joe Noseworthy who beat a leader in some Ontario byelection?

That was a federal by-election during WWII (and the leader was Arthur Meighen). Conservatives then draften Bracken and became PC and accepted welfare state (Bracken's conditions to accept the job).

The Liberals and Conservatives have sometimes not run candidates in by elections created to get a leader into the house. But the NDP and its predecessor the CCF have never followed that "chivalry" and it is an article of faith in the NDP to always run a candidate no matter what. In 1941 in York South, the Liberals actually played a bit of a fast one. They announced with great fanfare that they would not run a candidate against Tory leader Meighen. Then they had all their people quietly campaign for the CCF candidate who ended up y
Up beating Meighen and sh**t circuiting his attempted political come back

Did a quick Wiki search.

It was used up until John Tory. The Liberals ran a candidate against him in both the by-election when he became leader (unexpected) and the by-election after he lost in 2007 (more expected).

In Quebec Levesque tried to defeat Bourassa in the Bertrand by-election, he thumped PQ candidate (and future BQ MP) Francine Lalonde but narrowly lost in the GE despite the Gritnami. Earlier Lesage did not seek a seat in 1958-9 because the Unionists vowed to target him.

Actually, that principle was violated even *before* John Tory.  In fact, Tory's first byelection was facilitated by Ernie Eves stepping down in Dufferin-Peel-Wellington-Grey--which was Eves' byelected ticket back into Queen's Park after he won the PC leadership, in 2002.  And while Tory won by a landslide in DPWG, Eves only won by 11 points over (in his first bid for public office) future Toronto Councillor Josh Matlow running for the Grits.

And before that, in 1982, newly selected ONDP leader Bob Rae won in York South by a similar margin vs another future Liberal office-holder: John Nunziata.

Here in Quebec, 2 PLQ MNAs resigned this past week. Marguerite Blais (Saint-Henri-Sainte-Anne) and Gilles Ouimet (Fabre). Both backbenchers.

There will be two by-elections in Quebec. Today, Gilles Ouimet (PLQ) resigned. He was the MNA for Fabre (Laval West). Margeurite Blais (also PLQ) resigned last week. She was the MNA for St-Henri--Ste-Anne (Montreal Southwest).

I expect Wildrose will win it, which is too bad considering Notley needs someone with experience to add to her cabinet, and Hawkesworth has more experience than most of her caucus.

If Orange Wave II succeeds, I wonder if Pierre Ducasse will run provincial NPD-Quebec candidates in those two ridings.  That would really shake up Quebec politics.

Yeah, I assume NDPQ will start ramping things up if there is a successful federal election.
