After Russia, Here comes Japanese sub-divisions: prefectures. Rules are as before. List of Japanese Prefectures and their flags are here. (also more detail on the prefectures here). All are listed below in alphabetical order - for neatiness of list, Karafuto is included (aka Sakhalin):

Note: For Oita, I'm counting both versions of the flag as the same. Which you prefer is up to you.

Round 1
In this round five flags will be eliminated. Each voter has 5 flags to distribute votes to, listing them 5-4-3-2-1 in order of preference with 5 the one you must want to see eliminated and 1 the least. The five flags with most votes will be eliminated EXCEPT that to be eliminated each flag must receive votes from at least two voters as to avoid unfair eliminations to the strength of one particular voter's 5 vote.

What's up with using Toyko instread of Tokyo?

I copied from Gully because I thought there was a point to it, but I looked it up and there doesn't seem to be any. Just curious if it was a mistake Gully just keeps repeating or if there is a point to using this spelling.

This round maintains a similar format to the previous rounds in which two flags were eliminated. Earl, I had to exclude your Fukuoka vote as it was already eliminated. Sorry.
