Yes from the mid 12th century. A handfull or so of the other historical counties are also not based on the original shires.
I just went with the ones on the map and found the list. London is a special case anyway.

From broad consensus during the ellimination of the bulk of the South-East we had votes for 14 of the remaining 30 counties this time!

Vote to eliminate four counties by voting 2,4,6,8. Protect one county with previous elimination votes by voting -5 (so no Devon, Northumberland etc.).

Country Life magazine rated these eight counties as the most naturally beautiful: Devon, Yorkshire, Northumberland, Cumberland, Cornwall, Norfolk, Dorset, Somerset.

Safe one of those eight + one of the remaining twelve for the next three rounds.

We are now almost halfway through the survivor and there are eight rounds left. There will be five 24 hour rounds with elimination of three counties, one quarterfinal with elimination of two counties, a semifinal with elimination of one county and a final between the last two. I will try to keep the three finals open until everyone has voted (within reason), but the next five rounds will close at 7 PM GMT/ 8 PM CET.

Vote to eliminate three counties by voting 5, 3, 1. Protect one county by voting -3.

Before this round seven counties have no elimination points: Norfolk, Gloucestershire, Herefordshire, Somerset, Devon, Cornwall and Yorkshire.

Only Norfolk, Sussex, Oxfordshire, the West Country, Welsh Marches and the North remain, so no "soft targets" left. All interesting places in very different ways.
