Senate Speaker Cris traveled to South America on Wednesday to address members of the new continental Parliament

COCHAMBA - Amidst a sea of allegations dividing the two nations, Senate Speaker and Senator At-Large Cris (CR-MW) traveled to South America yesterday to address the continent's newly formed Parliament, urging leaders in Atlasia and South America to facilitate greater cooperation between the two countries. The Speaker's address was followed by the arrival of Sr. Regio Barnes, Speaker of the South American Parliament, in Nyman, where he addressed members of the Senate on the future of the two American republics.

In his address to the Parliament, Speaker Cris acknowledged the residual hard feelings between Atlasia and South America, whose leaders have billed their fledgling nation as a haven for disillusioned Atlasian citizens. Expressing his support for normalized relations with South America, the Speaker said that "We are two different countries and I think we should establish diplomatic relationship as two normal countries. This is a though issue in my country and it requires a clear debate, not actions from singles. I'm in favour of establish diplomatic relationship between Atlasia and South America and I can assure to you that I, as the other Senators, will push for that but all the federal government will be involved in this process."

Much of the Speaker's address centered around a theme of peaceful coexistence. Arguing that "there isn't valid reason why both nations can't exist in peace and harmony," he went on to urge both countries to work towards establishing diplomatic relations, comparing the process to building a wall in which his speech, and the impending visit by Speaker Barnes, were the first two bricks.

Whereas Cris's appearance was met with enthusiasm by the members of Parliament, the arrival of Speaker Barnes in Nyman was regarded warily by members of the Senate, who took issue with perceived aggression towards Atlasia by the South American government. Citing recent incendiary comments by South American Registrar General Turkisblau, who stated publicly that he hoped to bring a "quick death" to Atlasia, and Deputy Prime Minister Talleyrand, who also holds citizenship in Atlasia and who recently filed charges against Atlasian Registrar General and presidential candidate Adam Griffin, several senators declined to attend Sr. Barnes' speech on Thursday. Among those who boycotted the event were Senator At-Large Kalwejt (Lab-ME), and Regional Senators PiT (Fed-SO) and Lumine Von Reuental (CR-PA), who stated that while they bore no animosity towards Sr. Barnes, they were unwilling to sanction closer relations with South America at the present time.

Despite the decreased attendance, Sr. Barnes struck a tone similar to Speaker Cris', calling for improved relations between the two countries and the establishment of diplomatic relations. "The simple reality is that South America exists," the Speaker told the crowd of assembled senators and cabinet members, "By allowing me to speak to you today, you have already made an acknowledgement of my country's existence." He went on to say that while "It would be foolish to say that our governments will always agree on specific matters... it is equally incorrect to think that such disagreements would not be a worthy exercise.  Neither of our countries wish to become a mere echo chamber for the other - I know we all believe that.  Rather, let us be able to increase the level of debate over diplomatic and legislative issues that address our two nations."

While President Bore (Lab-NE) recently issued an executive order recognizing South America, the two countries have yet to formalize diplomatic relations.

With Selection of Party Delegates, Convention Prepares to Draft New Constitution

NYMAN - The effort of organize what will be the fifth Atlasian Constitutional Convention is now complete, with Senate Speaker Cris (CR-MW) having certified the election of the five partisan delegates to the Convention, the final step in the three-stage selection process that began last week. The conclusion of the selection process, designed to ensure that both national and regional players were represented at the Convention, allows the work of drafting a new Constitution for the Atlasian Republic to get underway, with some delegates already expressing uncertainty over their odds of achieving meaningful reform.

The selection process was criticized by several citizens, including prominent members of the Northeast National Party, who argued against allowing the Senate a say in choosing the delegates. While 15 of the 25 delegates - or 60% - were chosen by popular vote, the remainder were selected either from the ranks of the Senate or according to ideology, which critics claimed was "undemocratic". Even Registrar General Adam Griffin, who originally proposed the measure granting parties representation at the Convention, stated that the selection had been poorly managed, while Senator PiT (Fed-SO) acknowledged that the Senate may have been too hasty in drafting the regulations for the Convention.

Despite the controversy, the actual election of the delegates went smoothly. Under the Regulations Act, each Region elected between two and four delegates, depending on population, while the Senate chose five senators and five partisan delegates. Despite fears that smaller parties would be shut out of the Convention, independents and third parties together make up 20% of the delegates. While the body has a noticeable conservative slant, there are enough progressive delegates to ensure that the eventual Constitution will have bipartisan support.

Per the Regulations Act, the Convention's first order of business will be to select its presiding officer, whose powers are similar to those held by the Speaker of the Senate and the speakers of the Regional legislatures. Until then, the most senior Senatorial delegate - Mr. PiT - will serve as Acting President of the Convention.

NORTHEAST: TOSSUP
The rise of Northeast Nationalism and an expected referendum on Regional independence to be conducted around the time of the federal elections makes for a tight race in the Northeast, where incumbent Senator R. Pryor III of Civic Renewal is expected to face NNP candidate Clyde in the general election. If so, the election would likely pit unionist forces, with whom Mr. Pryor sympathizes, against secessionists led by Mr. Clyde. With polls showing this race neck-and-neck, the potential matchup cannot be termed anything but a toss-up.

MIDEAST: LIKELY LAB (HOLD)
Despite national losses, the left-leaning Labor Party remains dominant in the Mideast, where its candidates recently won a landslide victory in the September Regional elections. Though it is unclear whether incumbent Senator New Canadaland will seek reelection, or whether another Laborite will step forward should he choose to retire, the Party of Griffin enters this race with an edge over its hypothetical opponents.

SOUTH: SOLID FED (HOLD)
Incumbent Senator PiT remains reasonably popular within the Region and has thus far drawn no challengers, serious or otherwise. He should have no trouble winning reelection.

MIDWEST: LIKELY CR (GAIN)
Former President Isaac Tmthforu (CR) announced he was considering a run for Senate last week, criticizing incumbent Senator Cassius (Fed) for failing to maintain even a semblance of activity. Should Tmthforu enter the race, he would become the prohibitive front runner, though the entrance of a strong Laborite - whose party has traditionally dominated the Midwest - could make the campaign competitive.

PACIFIC: SOLID CR (HOLD)
After passing on a third presidential bid, Senator Lumine Von Reuental (CR) announced that he would seek a full term as Senator from the Pacific, a post he assumed following the resignation of former Senator and Council Speaker Turkisblau (then of TPP). Having drawn no challengers thus far, Von Reuental should win reelection without issue, especially considering the Region's recent rightward trend.

Report on the October 2015 Special At-Large Senate Election

Former Senator Talleyrand currently leads Governor Pikachu in the ongoing special election for At-Large Senate. As of the most recent tally, Mr. Talleyrand is ahead by a margin of three ballots, with more than two-thirds of the nation still to vote. Current counts are as follows:

For Senator At-Large (26% Turnout)
Talleyrand (FED): 21 (53.8%)
Pikachu (TPP): 17 (46.2%)


The Department of Federal elections has ruled that Connecticut resident BaconBacon's vote for Talleyrand is invalid, as Mr. Bacon registered fewer than seven days before the election.

While Mr. Talleyrand enjoys a somewhat-comfortable lead at the moment, whether or not he can maintain that lead will depend on his ability to prevent a major defection by Federalist voters to Mr. Pikachu. Although Talleyrand is a registered Federalist, recent efforts to expel him from the party have gained support from many of his fellow members, suggesting that these voters may be tempted to support Mr. Pikachu.

The election, in which all Atlasian citizens are eligible to vote, will continue through the weekend.

4th Report on the October 2015 Special At-Large Senate Election

As the clock ticks away the final hours of the election, former Senator Talleyrand has overtaken Governor Pikachu and now holds a commanding lead in the race to replace former Senator Kalwejt. Current tabulations show Talleyrand with roughly 54% to Pikachu's 46%, or a margin of eight votes.

For Senator At-Large (67% Turnout)
✓ Talleyrand (FED): 54 (54.0%)
Pikachu (TPP): 46 (46.0%)


With turnout having reach 2/3 of eligible voters, and with only a few hours remaining for citizens to cast ballots, we are projecting that Mr. Talleyrand has defeated Governor Pikachu in what has been a very close campaign.

It is still somewhat early to examine Pikachu's failure to win what at first seemed an easy gain for The People's Party. In the end, it likely came down to a combination of Talleyrand's longstanding relationships with older voters on both sides of the aisle and perceptions that Pikachu was only casually interested in the job. Despite a challenge to his membership in the party, Talleyrand managed to win enough Federalist votes - including that of Party Chairman N.C. Yankee - to prevent any major damage to his candidacy. He likewise received significant support from Labor voters, despite having criticized the party's direction recently. All in all, it is a very impressive victory for Mr. Talleyrand and his coalition and a warning shot for his opponents as the nation heads towards next week's presidential election.

If nothing else, this election shows that the right-left divide has for the time being lost much of its relevance in Atlasian politics.

This is a marvelous blow against the desiccated carcass that has been drifting along in this place for months now. 

What a sight to see the right defect nearly en-mass to a candidate of the center-left against one of their own!  A fine testament to the Federalist Party to vote against their own candidate and then have him elected!

NYMAN, D.C. - In a stunning upset by the self-styled "Radical" faction, former Senate Speaker Talleyrand won an unexpected victory over Northeast Governor Pikachu last night, winning the right to occupy the Senate seat formerly held by long-time Senator Kalwejt (formerly Lab-ME). Marshalling a broad coalition that stands in defiance of the traditional right-left paradigm, Mr. Talleyrand defeated his opponent by a margin of 11 votes nationally, sweeping three Regions for an impressive 55% of the vote. His victory was marked by the highest turnout seen in months, with roughly two thirds of Atlasians turning out to cast ballots in the tightly contested election.

In lieu of the traditional progressive-conservative party system, the election pitted members of the Reform Caucus, who united behind Governor Pikachu, against the self-described Radicals led by Mr. Talleyrand. A registered Federalist, Mr. Talleyrand nevertheless struggled to gain the support of the party's rank-and-file, who viewed his professed conversion to conservatism with suspicion. Despite this, an apathetic campaign by Governor Pikachu allowed Mr. Talleyrand to win enough swing voters to offset the Federalist defection, winning Independents 50-42 over Mr. Pikachu. In addition, Talleyrand received the unanimous support of members of the dissolutionist New Start party and the pro-independence Northeast National Party, who provided the bulk of his popular vote lead.

While polls showed Governor Pikachu leading Talleyrand by an impressive margin, public perceptions that the governor was only casually interested in joining the Senate, combined with an impressively active campaign by Mr. Talleyrand, caused him to loose much of the support he might otherwise have enjoyed. Despite his status as the furthest-left candidate in the field, Pikachu lost Labor voters 70-30 to Mr. Talleyrand and nearly failed to win a majority of his own party.

Though elected on the backs of Radical voters who were attracted by his unsparing criticism of the political establishment, Mr. Talleyrand's platform bears close resemblance to plans released by leading reform advocates, including Registrar General Adam Griffin (Lab-SO) and Senate Speaker Cris (CR-MW), both presidential candidates and leading members of the Constitutional Convention. In outlining his plan for the new Constitution on October 7, Talleyrand sounded much like the establishment he was railing against, calling for an overall reduction in the number of offices, the adoption of a three-Region map, and reforms to the structure of the Senate. In fact, his proposals we much closer to those of Mr. Griffin that to some of his allies in the Radical caucus, who have at times supported abolishing the Constitution entirely or (more recently) replacing the Senate with a conglomeration of the Regional legislatures. Likewise, Mr. Talleyrand has shown more hesitance to reject the possibility of collaboration than some of his allies, saying that he is a "huge fan" of Senators Cris and Lumine Von Reuental (CR-PA), both of whom have been lampooned by other members of the Radical faction. This would suggest that Mr. Talleyrand might be more successful in implementing his proposals than other critics of the governing majority.

Mr. Talleyrand swore into office at 10:00 AM EST this morning.

An Exclusive Interview with Mideast Senate hopeful Roy Barnes
Former SoIA Roy Barnes campaigning for Mideast Senate

Harry S Truman: After an absence of nearly three months, you have staged a return to elective politics as a candidate for Mideast Senate. What prompted that decision?

Roy Barnes: I decided to retire from public life several months ago very simply because I found that the game had become stale, and frankly found little enjoyment in playing it.  I said then, and have always said, anyone who wants to play Atlasia and enjoys doing so, should be allowed to do it.  Since that time, I have done very interesting and exciting work in the Mock Parliament game and I have been watching the deliberations of the Constitutional Conventions with enormous interest.

It was the later that prompted me to return to Atlasia itself.  I have for many weeks held opinions about the conduct, operation, and debate of the Convention but I also believed that it would be wholly improper for me to comment on such things without being a citizen.  I finally decided that I should simply re-register and share my thoughts and ideas.

That was on this Monday and at that time I had no interest in returning to political office at the near future.  However, I soon learned of the derelict state of the Mideast's representation in the Senate and I knew that as an active and effective citizen of the game I had to act.

HST: Incumbent Senator New Canadaland (Lab-ME) is currently facing expulsion in the Senate after failing to take part in debates for more than two weeks. What is your view of the situation?

RB: I think it is a very unfortunate situation, and one that I have found myself in before.  I know no details about the reasons for New Canadaland's absence and nor should I.  It is not for me or for anyone on this website to pass judgement on that score.

However, within the confines of the game I think it is crucial that the Mideast has an active, dynamic, and effective Senator in Nyman.  I have said a few times since declaring my candidacy that this election is crucial to the survival of Atlasia.  While the ConCon works away in the background, we must keep the institutions of our government running.  What use would the ConCon be if after emerging from its cloisters with a new constitution in hand  to find the state itself withered away from inactivity and malaise?

I want to be actively involved in both the legislative process of the Senate and in reinvigorating democratic interest in the game itself from Mideasterners.  As their senator I will make it my goal to keep my constituents engaged with the affairs of the day and the happenings of the Senate.

HST: Delegates to the Constitutional Convention are currently considering a proposed "right to secede", which would provide a framework for Regions to separate from Atlasia. You have stated that you oppose secession: why is that?

RB: Well, by allowing any region (or part of a region) to leave at any moment of its own volition without any say from the federal government would spell the end of the rest of Atlasia.  Simple as that.

Now I have said earlier that I think the campaign in fighting to keep the Northeast in Atlasia has been heavily bungled and has probably failed to convince many people to the merits of staying; which I believe are many.  Instead, this debate has very oddly dominated the Constitutional Convention keeping it isolated from the sphere of the Northeast campaign itself and allowing the independence sympathies to grow.

I would propose a very simple solution to the problem.  The constitution itself would contain the following clause regarding secession:

Very simply, a region would be required to have a democratic mandate to negotiate a proposed plan for independence and not to simply secede unilaterally - which is the prospect that we face in the Northeast at the moment.  I would also assume that the federal government would require a further referendum to be held on the agreed upon deal (if one is reached).

However, this argument that has consumed the work of the Convention totally misses the point.  A referendum is already upon us, and whatever the ConCon eventually decides upon will have little bearing right now if the Northeast votes for independence.  At the moment, this is a complete constitutional black hole. 

In order to avoid this impasse, our national leaders need to act quickly to make up for the weeks of lost time that have passed.

HST: As the Convention prepares to address reforms to the national government, some have proposed replacing the current Senate with a two-house Congress. What do you think of this proposal?

RB: I have supported bicameralism in some form since I joined this game in 2009.  We have long passed the point of being afraid of trying new ideas.  We have to be open to any and every proposal and give it fair debate, discussion, and scrutiny.

Now of course, I want such a proposed bicameral model to be workable (and in particular we must insure that it still achieves a reduction in the surfeit of offices), but in principle I support it. 

HST: While it's possible that a vacancy will open up, at present all 25 seats at the Constitutional Convention are filled. How will you seek to influence the debate without being a member of that body?

RB: The Convention's work is not being done in secret, and the Delegates, most of whom have been my friends over a very long time in this game, are not infallible.  It is totally right and proper for every citizen to make their voice heard in the debate and be able to follow and critique its work.  As a Senator for the Mideast, I will ensure that any and every concern that my constituents might have about the ConCon will be brought directly by me to my man friends who are Delegates. 

I will not go around pretending as if I am a Delegate myself, but I will ensure that my voice is heard, and that the voices of Mideasterners are heard as well.

HST: Are there any particular reforms that you consider "must haves" in order for you to support the new Constitution?

RB: I suppose you can call me a "lite-radical" in that I am open to at least discuss any proposal for reform.  However, there must be certain measures addressed in any final proposal.  Namely:
An agreement among not just the ConCon but hopefully with most players that if in the future Atlasia reaches such a critical state of affairs, we will not waste months (or dare I say, years) deciding if we should do anything.  Instead, when the level of inactivity and malaise reaches a critical mass, we should all simply step back from playing (hit pause if you like) and either fix the major issues that have presented themselves, or design a new game again as we are doing now.
A concrete plan to increase participation and interest among all members of the game.  Simply having a new constitution will not automatically bring a cascade of new, active members.
A reset of all Atlasian statue on at least the federal level, and preferably on the regional level as well.
A complete and final execution of the horrendous system of having every single section of legal minutiae ingrained in the Constitution. For example, the specific times for holding elections should not be in the document, or a list of what offices constitute the cabinet.  All of this can and should be handled by regular legislation in the Senate.  This is why we have a legislative body.
