I'm questionable as to whether armed officers in schools is a good idea in most cases. There is the benefit to respond in case of an incident, but at the same time it may encourage a fearful and hostile environment in the schools.  So, recognizing that there may be some cases where a school has had problems with violence, or for other reasons armed officers are considered necessary - this clarifies that localities have the option whether or not, and under what conditions, there are to be armed officers at a school.

While I would urge schools to include provisions allowing the use of weapons in cases of emergency, as well as other safety clauses, I generally am supportive of returning power to local districts - what works in inner-city Detroit may not work in rural Kentucky.

I will sign this if it passes this body. I would encourage the promotion of safety training by public officers in schools to educate students on what to do in emergency situations.
