President Parker's administration largely continued the policies of Roosevelt, with a few exceptions. Parker's initiative to grant independence to the Philippines was unsuccessful due to Congressional opposition. Parker signed into law an eight-hour workday, while vetoing a bill that would create government price controls on railroad rates. Parker was renominated despite stern opposition from the Bryan wing of the party.

While Roosevelt was very tempted to vie for a rematch, his landslide defeat in 1904 made him a nonstarter with the Republican establishment, and thus Roosevelt threw his support behind loyal subordinate William Taft.

Why is Parker the lesser evil compared to Taft but not Roosevelt?
I'm judging them based on their effectiveness as chief executive, not their policies (which were admittedly pretty similar). Roosevelt was a genius when it came to getting his agenda through Congress. Taft pretty much twiddled his thumbs and let Joseph Cannon get away with murder when he was president. A vote for Taft is a vote for a president who will let the conservatives in his party walk all over him. Seeing as Parker seems to have accomplished something approaching a progressive record, I (very reluctantly) voted for him.
