She has paid speeches on her schedule as late as March 19th, so she's unlikely to announce before then.  In fact, if you read the "Tea Leaves" thread, you'd realize that the most likely option is April:

I think that if she wasn't she already would have announced it so that her donors could have found other candidates and other candidates would have an opportunity to make themselves known. Unless she's just going to announce she's not running at the last minute to troll everyone.

The GOP candidates are arranging donors and staff right now in order to set themselves up for the primaries, not the general election.  If the Democratic race were thrown wide open now (or in April) by Clinton dropping out, there'd be a mad scramble among Democratic candidates to get their campaigns together for their own primaries, but the fact that they'd be doing that later than the GOP candidates wouldn't have any impact on the party's prospects in the general election.
