Paying the money would only guarantee that they take more hostages. It's a hard lesson that some countries desperately need to learn.

This, but I wouldn't prosecute those who attempt to privately buy the freedom of hostages. Whether the ransom is paid or not, IS will continue to kidnap and behead westerners in the region. Journalists must know that they go there at their own risk.
