Oh yes, this is my bill.

I wanted some police reforms, and I left holes in the bill so we could discuss that potential. The fact is, police violence has gone far beyond what is acceptable and we need marked changes to our police force in order to make sure they follow their own rules.

My estimate puts the cost of putting GoPro camera on every Cop in the South would cost about $32 Million. Now that estimates the IDS having about a fifth of the police force, and the cameras cost $19000 per 54 cops (as a study done on a potential policy on the Ferguson police force).

Beyond this, is there any other ideas on how to reduce police violence (I have one amendment idea in mind but I want to expand it before I do).

Aside from some publicized cases, I wasn't aware that police violence was a widespread problem, but then again I haven't been in any trouble with the law recently.

I'm fine with putting cameras on officers. There are already cameras on police cars so that's the logical next step.

I also think the information from the camera should be on public record. Not sure if that's the case with dashboard cams.

Another possible provision I had in mind (and this would reduce costs a tiny amount, I think) is to eliminate any potential criminal charge on someone who is recording an officer. What does the Legislative body think of these possible additions?

I'm fairly sure dashboard cams are of public record, although I am not 100% sure. I think you can obtain it by request. I don't know of any YouTube like site for dashboard cams.

As for recording while arresting someone, I think it's okay to record as a bystander, but I don't want to allow suspects to just whip out their phones and intimidate others while being arrested. With the right angle/luck, someone can make a routine arrest look bad.

We can't remove all teeth from our law enforcement community. I understand the concerns over brutality, but the vast majority of officers do their job properly.

Officers who do their job properly shouldn't worry about it. They should be proud to see the public look at them do their job right. I get your concern, but I disagree with you on the ideals. We can talk about limits though, if you have some specifics you would like to amend.

And with my amendment, it'll be something of a youtube situation.

The real problem with this kind of bill is space for all the recordings. How long should they be kept? Forever? That would require a massive amount of memory space which isn't going to come cheap. A quick look around found an estimate that a 50 officer department is going to require 10 terabytes a month.

If you DON'T want to keep it forever, then there needs to be some system for how long it should be kept or for what reason. Either way, this bill probably needs a bit more debate.

It seems that a $130 gopro camera for every police officer in the south would cost $31,200,000 upfront, but we don't necessarily have to upload it to the county website, I'd be fine with the video staying in the local police's hq.

I'll wait on it. I am not sure making a Youtube like site is worth the cost or manpower involved to build a site like that. I think making the videos available upon request is a much more rational position to take. Of course make the videos public record, but don't make it into entertainment. These are real people and real lives at state and they don't need to be plastered all over a website.
