Any Dem will probably win the 1st, but if Culver is still unpopular, we could use a better candidate than him for the 3rd.

Chet Culver was a pretty blah Governor and lost in one of the biggest non-surprises of 2010. running for congress would actually be a comeback for him.

The PVI of Iowa District 1 is D+5 and District 3 is even, so they're both winnable races for Iowa Democrats in 2016.  Chet Culver would be a solid candidate in either district, and maybe Bruce Braley wants his old job back... Cheesy

Having Braley and Culver back, combined with Steve King would make Iowa the biggest "ugh" delegation of any state.

the Iowa democratic party is full of mediocrities. The dems haven't had a really strong incumbent who would get huge margins since Neal Smith. In 15 of the 19 elections he ran, he got above 60 percent.
