Following a referendum on a new constitution (which was passed, even though most CAR citizens didn't know much about its contents) one of the most badly run failed states willl choose its President

French media reports quite heavily on old colonies' elections like this one. Even though no one cares, as no one should. They tend to report more about these than about Western democracies' elections... Ah, la Françafrique...
