Inspired by the 2000: Powell vs. Gore discussion, this TL explores the 1999 decision of Colin Powell to enter the 2000 Presidential election.

March 1999: Colin Powell announces he is running for President after consulting Alma, his wife. He immediately starts out as the Republican frontrunner, even ahead of prohibitive favorite, Texas Governor George W. Bush. The race is expected to be a Bush/Powell conservative vs. moderate showdown.

May 1999: John McCain elects not to run after a meeting with Powell, where Powell agrees to adopt some of McCain's positions on campaign finance reform.

June 1999: TIME Magazine's cover: "The Next Eisenhower?" with Powell on the cover. Pundits begin to discuss the "Republican dilemma" - that movement conservatives are now in a much more advantageous position in the party than they have ever been, but their strongest candidate, Powell, is about as far from a movement conservative as one can get.
