The voter totally hates the entire Bush family, and the only person they hate more than the Bush family is Bill Clinton.  The voter also hates Massachusetts.

Voted Mondale, because he was running against a ticket with Bush
Voted Paul because he was running against Bush. Didn't vote Dukaksis because of Massachusetts
In 1992, completely held nose to vote for Bush to stop Satan himself, Clinton from winning
In 1996, realized Clinton was going to win anyways, and voted for Perot like he felt he should have 4 years before
In 2000, voted Gore over another awful member of the Bush family
In 2004, voted Nader because Kerry is from Massachusetts.
In 2008, voted McCain because he ran against Bush in the 2000 primary. Plus Obama lived a little while in Massachusetts.
In 2012, voted Obama because Romney is from Massachusetts.

Is this an actual person you know? Because it sounds too specific to be a random hypothetical...

It probably was to ensure that the person never voted for the same candidate twice and alternated between parties.
