What's more important : ensuring that both men and women have an equal representation in the legislature or that all the states have fair representation?

Both are silly goals but the second is very much less so.

Yes, although I dislike party list systems; one of the benefits of them it is much easier to mandate gender equality with them (e.g. Italy's new list system).
