No. I'm definately not a fan of the guy (after all he admired Mussolini and Franco), but I don't see how you could call him a dictator like he often is. He was democratically elected every time he was in office, and while rather corrupt he did respect the democratic process.

I had been under the impression that he was a dictator some of the time, democratically elected most of the time.
