The only time the President-elect can really afford to appoint Senators is if their party is in the majority... even then I think it's iffy as then you have to go through the process of picking someone new and then possibly picking someone else to run for their old seat.
 
It'll probably be like Obama's cabinet when it comes to prior offices held.

That being said, I can definitely see someone like, say, Colleen Hanabusa being appointed Labor secretary (or someone of her kin - unemployed former politicians).

I see Dick Gephardt as Labor Secretary. Tough, the labor unions love and respect him. Either Jane Harman or Joe Biden as Secretary of State.

Why are you enamored with Gephardt and his supposed at-one-time semi-popularity with unions?
