The 2008 presidential election/ appointments led to four vacancies in the Senate. One went to Republicans, and two would have if not for poor candidates. I'd expect Hillary to be wary of appointing incumbent Senators, especially from states where conservatives have a strong chance, or Republican Governors could appoint whoever they want for two years.
Angus King could be strategic. He's qualified to be Secretary of Energy, and it would allow Democrats to compete in a favorable state, although it also gives LePage a chance to appoint someone until 2018.
