It's a combination of the two. He's always been overrated, but he did peak early. His national stock trended downward after his SOTU response. During his second term, the bottom really fell out.

He's never been a realistic possibility for President. Jindal's politically shallow and kind of looks like Satan with that creepy smile of his; flaws that were on full display in his SOTU response in 2009. Overall gofy politician.

He started running for president the second he became governor and it shows. He was more interested in checking off the national conservative bucket list than in running his state well. The hot mess that is their voucher program is proof of that.

Yea... His goofy ass SOTU response to a public that was, at the time, so sick of hearing the Republican brand was the final nail in that short-lived coffin.
